Civil Society in the 2004 Romanian Elections: Watchdog, Involved Arbiter or Political Actor?

Abstract Civil society has proven outstanding capacities of involvement in the 2004 general elections in Romania and put a remarkable pressure on the political society. This paper aims to discuss the consequences of such involvement for both the political and civil society. We also investigate the conditions that have favoured a successful challenge of the main political actors by the most visible civic advocacy organizations. Further, we inquire how deep can an actor from the civil society go into the lands of the political society. In the end, we weight the achievements and the failures of civil society’s active involvement in the game of elections.

The article presents the attitude of Polish political emigration towards first parliamentary election held in Poland after World War II. The election caused discussions in emigration press. The Polish government in exile did not hoped for any change of political situation in country after elections conducted under communist rule. Most of the political parties in exile took similar position. In the opinion of the emigrants a truly free election could be conducted under international supervision and after the withdrawal of Soviet troops and removal from power dominated by communists Provisional Government of National Unity.

The authorities of the Republic of Poland in exile tried to follow and analyse the situation in Poland after World War 2. The developments in the years 1947–1949 which aroused particular interest among emigrants were the elections to the Legislative Sejm, the issue of the Oder-Neisse borderline and the sovietisation of Poland. These topics were raised by the president in his speeches, by the government during its meetings and by the National Council of Poland during its sessions.
